In a mixing bowl, whisk together the flour and milk.
½ cup milk, ¼ cup all-purpose flour
In a medium saucepan over medium heat, combine the chicken broth, mushrooms, onion powder, garlic powder, and salt and pepper. Bring to a low boil and let simmer for 2 to 3 minutes.

Pour in the milk and flour mixture and whisk to combine.
